Downstream is everything that happens to a hydrocarbon product after it leaves the well. This includes the refining, processing, purifying, and distribution of oil and gas products. It is also at this stage that aromatics are mixed with the final product when the pipeline that receives oil or gas from another pipeline. In the United States, the oil and gas industry falls under the Department of Energy for regulatory matters.
